아세안익스프레스는 2026년 병오년(붉은 말의 해)을 맞아 안토니오 데 사 베네비데스 대사를 만났다. 동티모르의 아세안 가입이 갖는 의미와 국가 비전을 들어보았다.
안토니오 대사는 “우리는 아세안이다”라는 새로운 자부심이 생겼다고 말했다. 그는 동티모르 독립을 지원한 한국 상록수 부대 장병들과 김대중 전 대통령의 헌신을 기리겠다는 뜻을 밝혔다. 한국 내 동티모르 유학생과 근로자들이 존엄한 대우를 받을 수 있도록 대사관이 힘쓰겠다고도 했다.
■ ‘낯설지 않은 형제의 나라’
Q (최창원 교수): 한국에 부임하신 건 언제입니까? 한국에 대한 첫인상은 어땠습니까?
A (안토니오 대사): 2024년 10월 8일에 부임하여 이재명 대통령에게 신임장을 제정했습니다. 한국에 대한 저의 인상은 ‘낯설지 않은 형제의 나라’였습니다.
부임 전부터 한국에 대해 많이 알고 있었습니다. 동티모르 호텔 노보 투리스모에서 열린 워크숍에서 최 교수님을 처음 뵈었지요. 기억하십니까? 그때 한국의 효율성을 직접 목격했고, 여러 책으로 한국 민주화의 역사도 공부했습니다.
Q: 동티모르와 한국은 민주화 과정에서 놀라운 유사점을 공유하고 있습니다. 김대중 대통령과의 인연도 잘 알려져 있지요.
A: 한국에 와서 광주를 방문했을 때, 동티모르의 산타크루즈 학살이 떠오르며 전율을 느꼈습니다. 김대중 전 대통령의 고향 하의도와 목포를 찾았을 때는, 섬 출신으로 저항의 삶을 산 김 대통령의 생애와 동티모르 영웅 사나나 구스망, 하무스-오르타 대통령의 삶이 겹쳐 보여 가슴이 뭉클했습니다.
■ “14년 만의 아세안 가입, 제2의 독립... 온 국민이 환호했다”
Q: 지난해 동티모르의 최대 화두는 아세안 가입이었습니다. 외교관이 아닌 한 사람의 시민으로서 어떤 감회가 있었을까요?
A: 그렇습니다. 동티모르가 아세안의 11번째 정회원국이 된 것을 국민들은 ‘제2의 독립’으로 여기고 있습니다. 온 국민이 환호했습니다. 2002년에 우리는 “우리는 독립했다”고 외쳤습니다. 이제는 “우리는 아세안이다”라는 새로운 자부심이 생겼습니다.
Q: 외교관으로서 아세안 가입은 어떤 의미를 갖습니까?
A: 먼저 평화를 추구하고 전파하는 것입니다. 평화 없이는 아무것도 의미가 없습니다. 동티모르는 24년간의 전쟁과 억압을 겪었습니다. 그래서 우리는 누구보다 평화의 가치를 잘 압니다. 동남아시아 비핵지대 조약 서명 등으로 지역 평화에 이바지해야 한다고 생각합니다. 문화적 개방과 경제적 번영의 길도 열렸다고 봅니다.
Q: 2026년은 동티모르가 아세안 정회원국으로서 실질적인 첫해입니다. ‘아세안 동티모르’의 새 시대를 여는 대사로서 올해 가장 큰 포부는 무엇입니까?
A: 2026년은 특별한 한 해가 될 것 같습니다. 동티모르가 아세안 가족의 공식 일원으로서 첫걸음을 내딛는 여정의 출발점입니다. 수년간의 노력과 준비 끝에 쿠알라룸푸르에서 열린 제47차 아세안 정상회의에서 정회원 자격을 획득했습니다. 20여 년 만에 아세안 회원국이 늘어난 역사적 순간이었습니다.
올해 가장 큰 포부는 이번 가입이 외교적 상징에 그치지 않고 국민 삶에 실제 변화를 가져오도록 하는 것입니다. 아세안 가입을 동티모르 기업들의 구체적인 사업 기회로, 개발 우선순위를 위한 더 강한 목소리로, 디지털 혁신·연결성·안보 분야에서의 지역 협력으로 이어지게 하는 것입니다.
동티모르가 ‘막내 회원국’이 아니라, 아세안의 공동 목표에 활력과 선의, 실제적인 협력을 불어넣는 믿을 수 있는 파트너로 인정받기를 바랍니다.
■ “동티모르 국민 보호와 존중, 상록수 부대의 희생을 기리며”
Q: 어린 시절 꿈은 무엇이었습니까? 어떻게 대사가 되셨습니까?
A: 사제가 되고 싶었습니다. 12년간 사제가 되기 위한 공부를 했습니다. 철학에 관심이 많았습니다. 이후 인생의 경로가 바뀌어 정부 업무에 참여하게 되었습니다.
아시아개발은행과 노르웨이 금융기관에서 일했습니다. 이후 정당을 창당하고 국회의원이 되었습니다. 석유 관련 자문역도 맡았습니다. 지금은 동티모르 국민들의 삶을 나아지게 할 방법을 늘 고민하고 있습니다.
Q: 주한대사 임기 중 반드시 이루고 싶은 것은 무엇입니까?
A: 세 가지입니다. 앞서 말씀드린 평화의 확산, 한국 내 동티모르 국민의 보호와 존중, 그리고 상록수 부대의 희생을 기리는 일입니다.
평화 확산과 함께, 한국에 있는 동티모르 유학생과 근로자들이 ‘작은 나라에서 온 사람들’이 아니라 존중받는 개인으로 대우받을 수 있도록 힘쓰겠습니다.
동티모르 독립을 위해 순직한 한국 상록수 부대 다섯 장병의 희생도 기리고 추모하겠습니다. 우리는 상록수 부대를 결코 잊어서는 안 됩니다. 그들의 희생에 경의를 표하고 한국 정부와 국민에게 감사를 전하는 것이야말로 양국 관계를 굳건히 하는 길입니다.
■ 경제협력: 한국 기업의 동티모르 진출 기회
Q: 지난 12월 15일, 이재명 대통령은 방한한 라오스 통룬 시술릿 대통령과 만나 “양자 관계를 포괄적 전략적 동반자 관계로 격상하기로 결정했다”고 밝혔습니다. 한-동티모르 외교 관계도 한층 심화되어야 합니다. 경제적 차원에서는 어떻습니까?
A: 한-라오스 관계에 비해 동티모르와 한국의 관계는 역사가 짧습니다. 그러나 동티모르도 앞으로 라오스처럼 정상급 외교 관계로 발전하기를 바랍니다.
동티모르는 한국의 시스템과 제도를 배우고 싶습니다. 벤치마킹하고 싶습니다. 한국 화장품 기업의 동티모르 진출 가능성 탐색 같은 실제적인 경제협력 사례에 큰 관심을 갖고 있습니다. 이재명 대통령의 AI(인공지능) 개발에 대한 관심과 투자에도 주목하고 있습니다.
Q: 올해부터 아세안 가입에 따라 한국과의 관세 장벽이 낮아집니다. 한국 기업이 단기간에 성과를 낼 수 있는 유망 산업 분야를 하나만 꼽는다면 무엇입니까?
A: 아세안 가입과 아세안자유무역지대(AFTA) 통합으로 동티모르에는 이전에 없던 시장 접근성이 열리고 있습니다. 단기간에 성과를 낼 수 있는 분야로는 재생에너지 기술과 관련 인프라를 추천합니다.

A: 좋습니다. 한국어를 더 배우고 사회와 문화를 알아가는 것도 즐겁습니다.
Q: 동티모르에 아타우로 섬을 방문하는 한국 관광객에게 ‘꼭 해야 할 한 가지’를 추천한다면 어떤 것이 있을까요?
A: 아타우로에서 무엇을 해야 하냐고 묻는다면 저는 망설임 없이 대답합니다. “다이빙이나 스노클링으로 바닷속 생물 다양성을 체험하세요.”

[New Year Interview] Ambassador Antonio: "Timor-Leste Is Now ASEAN's 11th Member State"
**A Conversation between Antonio de Sa Benevides, Ambassador of Timor-Leste to the Republic of Korea, and Choi Chang-won, Former Professor at the National University of Timor-Leste**

On October 26, 2025, Timor-Leste was officially admitted as ASEAN's 11th full member state—fourteen years after submitting its application. The people of Timor-Leste celebrated what they called a "Second Independence." This island nation of 1.42 million is familiar to Korea as well.
ASEAN Express met with Ambassador Antonio de Sa Benevides to mark the beginning of 2026, the Year of the Red Horse. We sought to hear about the significance of Timor-Leste's ASEAN membership and the nation's vision for the future.
Ambassador Antonio spoke of a newfound sense of pride: "We are ASEAN." He expressed his commitment to honoring the sacrifices of the Korean Sangnoksu (Evergreen) Unit soldiers and former President Kim Dae-jung, who supported Timor-Leste's independence. He also pledged that the embassy would work to ensure Timorese students and workers in Korea are treated with dignity.
■ 'A Brother Nation That Feels Familiar'
**Q (Prof. Choi Chang-won):** When were you appointed to Korea? What was your first impression of the country?
**A (Ambassador Antonio):** I was appointed on October 8, 2024, and presented my credentials to President Lee Jae-myung. My impression of Korea was that of "a brother nation that feels familiar."
I knew a great deal about Korea even before my appointment. I first met you, Professor Choi, at a workshop held at Hotel Novo Turismo in Timor-Leste. Do you remember? At that time, I witnessed Korea's efficiency firsthand and also studied the history of Korean democratization through various books.
**Q:** Timor-Leste and Korea share striking similarities in their democratization processes. The connection with President Kim Dae-jung is also well known.
**A:** When I visited Gwangju after arriving in Korea, I felt a shiver as I was reminded of the Santa Cruz Massacre in Timor-Leste. Visiting former President Kim Dae-jung's hometown of Haui-do and the city of Mokpo, I was deeply moved by the parallels between President Kim's life—a man from an island who lived a life of resistance—and the lives of Timor-Leste's heroes, Xanana Gusmão and President Ramos-Horta.
■ "ASEAN Membership After 14 Years Is a Second Independence... The Nation Rejoiced"
**Q:** The defining topic for Timor-Leste last year was ASEAN accession. How did you feel about it—not as a diplomat, but as an ordinary citizen?
**A:** Indeed. The people regard Timor-Leste becoming ASEAN's 11th full member as a "Second Independence." The entire nation rejoiced. In 2002, we proclaimed, "We are independent." Now, we have gained a new sense of pride: "We are ASEAN."
**Q:** As a diplomat, what does ASEAN membership signify?
**A:** First and foremost, it means pursuing and spreading peace. Without peace, nothing has meaning. Timor-Leste endured 24 years of war and oppression. We therefore understand the value of peace better than anyone. I believe we must contribute to regional peace, including through signing the Southeast Asia Nuclear Weapon-Free Zone Treaty. I also see this as opening pathways to cultural openness and economic prosperity.
**Q:** 2026 marks Timor-Leste's first full year as a bona fide ASEAN member. As the Ambassador ushering in this new era of "ASEAN Timor-Leste," what is your primary ambition for this year?
**A:** 2026 promises to be a special year. It is the starting point of a journey as Timor-Leste takes its first steps as an official member of the ASEAN family. After years of effort and preparation, we secured full membership at the 47th ASEAN Summit in Kuala Lumpur. It was a historic moment—the first expansion of ASEAN membership in over two decades.
My foremost ambition this year is to ensure that our accession does not remain a diplomatic symbol but brings real change to our people's lives. This means translating ASEAN membership into concrete business opportunities for Timorese enterprises, a stronger voice for our development priorities, and regional cooperation in digital innovation, connectivity, and security.
I hope Timor-Leste will be recognized not as "the newest member," but as a trustworthy partner that brings vitality, goodwill, and substantive cooperation to ASEAN's shared objectives.
■ "Protecting Timorese Citizens and Honoring the Sangnoksu Unit's Sacrifice"
**Q:** What was your childhood dream? And how did you come to be an ambassador?
**A:** I wanted to become a priest. I studied for twelve years in preparation. I had a strong interest in philosophy. Later, my path changed, and I became involved in government work.
I worked with the Asian Development Bank and Norwegian financial institutions. Subsequently, I founded a political party and became a member of parliament. I also served as an advisor on petroleum matters. Now, I am constantly thinking about ways to improve the lives of the Timorese people.
**Q:** What do you most want to accomplish during your tenure as Ambassador to Korea?
**A:** Three things: the spread of peace that I mentioned, the protection and respect of Timorese citizens in Korea, and honoring the sacrifice of the Sangnoksu Unit.
Alongside promoting peace, I will strive to ensure that Timorese students and workers in Korea are treated not as "people from a small country," but as respected individuals.
I will also honor and pay tribute to the five Korean Sangnoksu Unit soldiers who gave their lives for Timor-Leste's independence. We must never forget the Sangnoksu Unit. Honoring their sacrifice and expressing gratitude to the Korean government and people is the very foundation of strengthening our bilateral relationship.
■ Economic Cooperation: Opportunities for Korean Companies in Timor-Leste
**Q:** On December 15, President Lee Jae-myung met with Lao President Thongloun Sisoulith during his official visit to Korea and announced their decision to "upgrade bilateral relations to a Comprehensive Strategic Partnership." Korea-Timor-Leste diplomatic relations should also deepen further. What about the economic dimension?
**A:** Compared to Korea-Laos relations, Timor-Leste's relationship with Korea has a shorter history. However, Timor-Leste also hopes to develop summit-level diplomatic ties like Laos in the future.
Timor-Leste wants to learn from Korea's systems and institutions. We want to benchmark them. We are keenly interested in practical examples of economic cooperation—such as exploring opportunities for Korean cosmetics companies to enter the Timorese market. We are also paying close attention to President Lee Jae-myung's interest in and investment in AI development.
**Q:** Starting this year, tariff barriers with Korea will be lowered thanks to ASEAN accession. If you were to recommend one promising sector where Korean companies could achieve results in the short term, what would it be?
**A:** With ASEAN accession and integration into the ASEAN Free Trade Area (AFTA), Timor-Leste is gaining market access that did not exist before. For a sector that can deliver results in a short timeframe, I would recommend renewable energy technology and related infrastructure.
Timor-Leste is rich in solar, wind, and biomass resources. However, harnessing these as widespread, stable power sources remains at an early stage. Korean companies possess world-class competitiveness in solar panels, smart grids, energy storage systems (ESS), and green hydrogen technology.
By leveraging tariff reductions and integration into the ASEAN value chain, Korean clean energy companies can introduce advanced solutions to Timor-Leste. This aligns with our national goals of sustainable development and universal power access.
This sector will generate ripple effects including local job creation, technology transfer, and new skills acquisition for Timorese youth—driving economic transformation across the board.
■ Security Cooperation: A Model for Cybersecurity Partnership
**Q:** International concerns have recently been raised regarding cyber threats in Timor-Leste's Oé-Cusse region. Do you believe Korea's world-class cybersecurity technology could serve as a model for preventive cooperation?
**A:** When we discuss security today, we are no longer speaking merely of borders or armies. We are also speaking of data, networks, and digital trust. As digital transformation accelerates across governments and enterprises worldwide, cybersecurity has become a frontline imperative.
Korea is globally recognized for its outstanding cyber resilience and technological innovation in both the public and private sectors. Korea's expertise—from threat detection to emergency response—would serve as an excellent preventive model for Timor-Leste as we build our own cyber systems.
Imagine small business owners in Oé-Cusse opening online marketplaces to sell local crafts, or the Ministry of Education operating a nationwide remote learning platform for youth. Both require a secure digital environment. Joint training programs with Korea, regular joint exercises, and technology sharing would help protect these digital assets from cyber risks proactively—going beyond merely responding after problems occur.
I view cybersecurity cooperation with Korea as more than aid. I see it as a partnership in building "digital trust" that supports Timor-Leste's development.
■ People-to-People Exchange: The Role of Returning EPS Workers
**Q:** What role do you expect young people who have acquired skills in Korea through the Employment Permit System (EPS) to play after returning home?
**A:** Korea's Employment Permit System has been tremendously helpful for many Timorese youth in acquiring hands-on skills, work discipline, and language proficiency in Korea.
When they return home, they will become "bridges of expertise." I expect them to be active not only at construction, manufacturing, and service sites, but also as technical instructors at vocational schools, mentors at local companies, and entrepreneurs introducing Korean quality standards.
These returning workers can become key players in elevating local industrial standards, productivity, and competitiveness—particularly in fields where Timor-Leste needs to build capacity, such as construction, automotive maintenance, and logistics. They return not merely with skills, but with a quality-oriented mindset and networks capable of attracting investment.
**Q:** You are known to visit Timorese communities even on weekends. Is there a particular reason for this?
**A:** I believe public service does not end at 5 PM. Meeting Timorese people in Korea is important work. It is not about reading reports and understanding—you must experience it directly, and it also gives me an opportunity to better understand Korea.
For me, weekend visits are a time for listening. I listen to the stories of families in small towns, small business owners, students, and the elderly. True diplomacy is built on trust and respect accumulated across all layers of society. When people know that the Ambassador genuinely listens to their concerns—education, employment, local infrastructure—trust in our diplomatic mission grows even stronger.
This is my philosophy, rooted in service, ground-level presence, and human connection. When I spend a morning at a market or an afternoon at a village hall with someone, I gain insights that no briefing document can provide.

■ Cultural Exchange: The Value of Academic Exchange and Dictionary Compilation
**Q:** In the non-governmental sphere, I was active at the National University of Timor-Leste (UNTL) for fourteen years. How do you assess the value of such uninterrupted academic exchange in maintaining mutual trust?
**A:** Sustained academic exchange, unshaken by political fluctuations, is a pillar of resilient bilateral relations. When students and professors continue to meet year after year, networks of joint inquiry, respect, and shared growth emerge—networks that political cycles cannot easily sever.
Such relationships foster long-term understanding, contribute academically to policy and society, and nurture the next generation of intellectuals who deeply understand both countries. This "continuity" is like gold in building trust between nations. It serves as a reservoir of goodwill that official diplomatic channels can draw upon during difficult times.
**Q:** The recently published Korean-Tetum Dictionary was delivered to the Embassy of Timor-Leste. Would you offer a word of encouragement to the team that participated in this work?
**A:** Compiling a dictionary is not the task of collecting words—it is the work of connecting two worlds. For both Koreans and Timorese, learning the other's language becomes a key that unlocks doors to cultural understanding, communication, and human bonds.
To the co-editors and colleagues who dedicated countless hours to this work, I would say: "Your contribution is a stepping stone toward mutual understanding." Every translated word will strengthen the bond between our peoples and enrich future cooperation.
**Q:** What do you see as the unique role of civilian activities?
**A:** Government diplomacy typically focuses on policies and institutions. But civilian diplomacy—performed by longtime friends, educators, and civil society partners—fills the gaps that official channels cannot reach.
Civilian diplomacy builds trust at the grassroots level, sparks cooperation in education and culture, and cultivates the social asset of friendship between nations. You possess authenticity, long-held memories, and deep relationships. These are irreplaceable.
■ Tourism Exchange: Nami Island in Korea, Atauro in Timor-Leste
**Q:** Is there a place you would like to visit in Korea?
**A:** Korea's mountains and rivers are all beautiful. Among places I have not yet visited, I would like to go to Nami Island, famous as a filming location for the Korean Wave drama *Winter Sonata*. I have four daughters, including twins. I would love to visit there with them.
**Q:** The National Museum of Korea, recently made famous as the backdrop for *K-Pop Demon Hunters*, is very popular these days. You can see Namsan Mountain and appreciate Korean artifacts there. Let us go together sometime.
**A:** That sounds good. Learning more Korean and exploring the society and culture is enjoyable.
**Q:** If you were to recommend one "must-do" activity for Korean tourists visiting Atauro Island in Timor-Leste, what would it be?
**A:** If someone asks what they must do in Atauro, I answer without hesitation: "Experience the underwater biodiversity through diving or snorkeling."
Atauro is home to vibrant coral reefs and rare marine life, possessing the highest marine biodiversity in the world. For Korean visitors accustomed to the coastlines of Jeju or the beaches of Busan, Atauro's underwater world will present an experience of an entirely different dimension. It is a place where you can feel both the primal purity of nature and a sense of awe.
Swimming there offers a distinctive experience. It is a moment of recognizing the importance of marine conservation, communing with the ecosystem, and creating stories to cherish for a lifetime. When visitors return to Korea and share these stories, curiosity and respect for Timor-Leste as a unique travel destination will take root.
■ "Grow Together, Understand Each Other Better, Prosper Together"
**Q:** Korea and Timor-Leste share the normative value of democracy and the practical value of economic cooperation. When do you anticipate that bilateral relations will be officially upgraded to a "Comprehensive Partnership"?
**A:** Since establishing diplomatic ties in 2002, Timor-Leste and the Republic of Korea have expanded cooperation across various fields including education, capacity building, employment, and cultural exchange.
Given both countries' active engagement and shared priorities—from cybersecurity to people-to-people exchanges—I view the upgrade to a "Comprehensive Partnership" as a natural next step, with cooperation formalized through bilateral consultative bodies and strategic dialogue within the next few years.
Such a partnership would go beyond elevating diplomatic status; it would institutionalize cooperation in key sectors, ensuring continuity regardless of changes in government.
**Q:** With ASEAN accession as an opportunity, what do you hope for from the Korean government? And is there a New Year's message you would like to convey to the Korean people who care about Timor-Leste?
**A:** From the Korean government, I hope for continued support in education and economic cooperation—particularly in technical training and digital transformation—aligned with Timor-Leste's development priorities.
To the people of Korea, I express my gratitude for your friendship, curiosity, and open hearts toward Timor-Leste. Though geographically distant, our shared values of democracy, respect, and cooperation connect us.
As we welcome the new year while celebrating Timor-Leste's ASEAN accession, my message is: **Grow together, understand each other better, prosper together.** I pray that Korea and Timor-Leste will advance toward a future of shared prosperity—not only through governmental ties, but through the everyday encounters of students, workers, families, and friends.
